I rather think he did kill himself. In addition to being a complete monster, he was a sex addict in the extreme. As such, I firmly believe his suicide wasn’t about the trouble he was in, but that he was had lost access to his “drug” of choice, and it was going to be for a long time/permanently.

I believe the move to minimum security was so she could "escape" and they'll pretend to look for her, because the optics are so bad they can't pardon her to keep her quiet.
