I'm not sure why you'd pull the DNS resolution when you already have a maintenance redirect in place - but I think we can all certainly draw conclusions.

nih.gov and www.nih.gov are not resolving in major DNS services, including OpenDNS, Google (8.8.8.8) and Quad9. You need DNS to turn FQDNs (hostnames) into IP addresses that computers can route. CloudFlare's 1.1.1.1 resolves it, but it redirects to maintenance.cit.nih.gov, which is blank.

I have a couple of "local" devices on my network that I might want to use even if the Internet side of the network is down. But if the Internet isn't working, I appreciate my phone at least alerting me to the situation.
