I guess it’s the nonchalant way he advocates for the persecution (and today the execution) of his political opposition and adds an everyday phrase like “whether right or wrong” after it. It seems to indicate that somewhere, deep down in his addled brain, he knows it’s wrong and just doesn’t care.
