But he didn't survive the ground. That's how McMillian ended up with the ball. The DB's are allowed to knock the ball out as the receivers are going to the ground and completing the catch, they do it all the time and it's incomplete. Just this time, it ended up with McMillian instead.

This is entirely incorrect. A runner already has possession of the ball way before he's ever contacted. The rules are that a receiver has to maintain control while going to the ground to complete the catch. This rule is pretty clear, if the ball comes loose at all when he hits the ground, no catch.

Let me put it this way. Let's say Cooks rolls over and the ball comes out (this is what happened BTW) and instead of McMillian coming up with the ball, it just ends up on the ground. Is that a completed pass?

Though, as it's the 9th, nearly everyone would've received theirs, since it's the last digit of your SSN that determines the day which those in Colorado receive their SNAP. So it would just be anyone that has an SSN that ends in 0 that wouldn't have received them by now.
