They don't necessarily have them. A Peruvian friend had problems entering the UK at Gatwick because she didn't have a return flight to Peru. This was for the very good reason that she lives in Spain. Officer wouldn't accept her Spanish ID/residence card, eventually a supervisor ok'd it all..

True. Against that if the Draghi plan is being seriously implemented by the end of the decade, the arguments for the UK joining are more compelling...
And UK politicians could make fresh arguments for joining a new body.. a much better framing than oops we screwed up ten year ago.
