It’s not that mind blowing when you consider how Providence is notorious for corrupt politics, police, clergy, and mafia and and is a major drug and sex trafficking hub along the 95 corridor. Typically, the corrupt are also wildly incompetent.

I’m with you on this—no efforts seem in good faith to look at this closely and reduce harm—there’s usually another motive at play.
But what troubles me is that this is also why, in America, we cannot enact even the most basic gun control. Because, they’re really “just trying to take our guns.”
