Paradoxically, I think this strengthens the argument that using 2 air-burst tactical nukes to make Imperial Japan was the correct choice, if your criteria is to prevent deaths. The death count could be many times higher, and the Japanese archipelago could become very toxic for decades afterwards.

If the region had sandstorms like in Iraq, I think the "heavy metal cloud*" would hit Israel as well.

Plus, conventional warfare creates plenty of sterility, cancer and children born with the wrong number of organs. By the way, lead fragments don't decrease their toxicity, unlike radiation.
