Honestly reading the Aftermath series then following you on social media was how I found Wanderers which I am currently finishing.

But the Federal Grant and Cooperative Agreement Act (1977) makes a distinction between the two and litigation over grants isn’t exactly as common as litigation over Federal Acquisition Regulation contracts.

I would just note this is about cancellation of grants, not contracts. The distinction (at least for now) is important since the jurisdictional issue would have been crystal clear and the complaint would have been dismissed if these were contracts.
