Are those “reforms” just the people involved following all the clearly laid out rules that the rest of us are trained on and follow?

This is a DM skill issue. An experienced DM will screen out players who aren’t a good fit for the group. An experienced DM will just tell a player no if they try something like this. An experienced DM will use the game architecture to stop this if they don’t want to outright say no.
