It can be used as a slur, but i do not think it always is. IMHO.
While i was growing up, homosexual could be said in a factual or degrading way. Gay was most commonly used as an insult. When gay became the preferred term I had to adjust.

We have been in a "cold" Civil War for decades. I grew up hearing rednecks say "the south will rise again" and more. Shit has just gotten more open and obvious lately. Confederates are not limited to the south now.
