Our shelter let us do a "foster to adopt" thing where we were able to bring him back within 2 weeks if he didn't work out (we have cats and were unsure how he would act). Turns out he is fine and the best dog ever.

I definitely remember learning about this in my college econ classes - the theory being there needs to be enough tension in the system to incentive both sides - employers to offer competitive wages and laborers to seek new work/negotiate. Not saying it's right or anything.

That also just doesn't seem like that much money to save- less than the cost of renovating 1 building, for example (my current area of higher ed expertise). Would love to know if I am wrong!
