To be clear, the senate and the house are both parts of congress. Any bill needs to successfully pass through both in order to be instated.

I can’t help but think these are a bit different though. As a carrier, your job is to deliver letters, not be harassed. These workers’ jobs are specifically to take complaints (along with provide help). As long as people aren’t rude, It just seems like complaining about doing their actual job.
