It could be they have excess power. Generating too much vs demand so cannot ‘sell’ it. Makes sense. Some countries use this to give free power to businesses. Promotes paying it forward. They save on power costs so more money to use elsewhere.

The power companies are scamming us. I know of at least one entire wind farm here in north of Scotland that sits idle due to too much power in the grid at times. They switch off the turbines rather than generate what could be free power. Shambles.
