If players on field or in dugout can figure them out, ok.
If people not in the game rely on something like telescopes or tv broadcast, then relay that to the game it's not ok.
In poker if a player has a tell or is tipping, that's on them. If an observer is relaying info in that's cheating.

I understand the point being the time loss (which I can relate to), but I can't help but wonder about the question itself.
I've seen some first time GMs run better games than some GMs with 30+ years experience.
I'm oddly curious what their trying to use that answer for.

How I feel about it depends on understanding why are they reluctant.
Sometimes it's a player problem.
Sometimes it's a GM problem.
Sometimes it's a communication and/or expectations problem.
Learn the cause of the reluctance, address that.

She wasn't as good so I had to use the green guy to help her, but when it was my turn she got to try to kill me.
