To them, all Stolas had to do was cow Stella into submission with his powers - but they fail to realize that if he did, Stella could go run to the authorities and claim HE was the abusive one, and SHE was his victim.

Andy clearly didn’t recognize Striker when he appeared in Western Energy, so it’s more likely that he simply asked Stella for his number, called him up, and offered him a pardon for the failed assassination in exchange for testifying against Blitzø in court.
