The fact of the matter is that when it comes to government cyber operations, everything except intelligence collection amounts to a sideshow.

Hack-&-leak, prepositioning, CNA — espionage dwarfs all these things people wring their hands over when it comes to state-nexus cyber.

It’s just not sexy.
