The "no data, no problem" strategy.
After the L.A. fires, federal and state disaster agencies refused to perform comprehensive soil testing to ensure properties in burn zones are free of fire-related contamination. Testing conducted by The Times reveals elevated levels of arsenic, lead and mercury in postfire soil.
When FEMA failed to test soil for toxic substances after the L.A. fires, The Times had it done. The results were alarming
The federal government decided not to test the soil of L.A.'s burn areas for hazardous substances. A Times investigation found high levels of lead and other heavy metals.
