ICE’s Use of Force policy states officers may not:

1) Fire solely to stop a fleeing vehicle
2) Fire at a vehicle just because it is being used to flee arrest
3) Fire to disable a vehicle (e.g., tires, engine)
4) Fire if safe alternatives exist (stepping aside, cover)
