There's no legal recourse for consumer's or distributor's in case of fraud, theft, or debt. Violence is the only recourse and law enforcement will drop the hammer on producer and consumer alike...though larger scale producers will find some way to buy leniency from the cops.

All due respect, huge fan here. A ban will not eliminate demand, and black markets will meet it. Health and safety standards will fall as unlicensed production and distribution flourishes. Fearing criminal consequences, people in need of medical assistance will hesitate to seek aid.
