I think my "favorite" part of this billionaire or trust fund class is their utter lack of sense of what real work entails. They consistently congratulate themselves for doing something, anything, and assume they know it all.

Not to mention this is Medicare Advantage. As a healthcare provider I can attest to the fact that as HMOs, these policies are limited and deny care at every turn, so the remarkable part of this story, to me, is that people got care at all.

Actually, as per Senator Whitehouse the calculation is based on the population of a state. So in tiny Rhode Island, one contact = 5,000 people with the same position.
