That looks like a Sansevieria cylindrica. It is a hardy plant, but no, I would not put mine outdoor. (If you want a good laugh, I'll try to write in German.)

My Mother made the best cold borscht. She grated the beets before cooking them, and the soup would turn a lovely pink when we added our own sour cream.
Also, those beet leaves are tasty if they are fresh.
