Dementia does that, although my grandmother and mother in law both had it and they spoke more coherently than he did and does.

It isn't that he's not trying. It's that he is completely unaware of the fact that he sounds incoherent. People, the media and his supporters, have been overlooking his inanity for so long that he doesn't give the slightest thought to what comes out of his mouth.

Also he is in cognitive decline.
