There are too many parts across the whole of the North that have been deprived throughout the latter part of 20C & the first 1/4 of 21C.
Lamentable given that they provided the wealth through factories & labour in 19C & H1 of 20C that was enjoyed by the ruling class & London.

For decades parts of the North have been deprived. Liverpool has been ignored economically since Heseltine’s initiatives in the 80s and, as you say, lip-service paid with little effort, follow-up or coordination.
Manchester & Leeds have always grabbed the spend, to the detriment of the remainder.

Back in the mid-1960 I started my accountancy ‘articles’ training in Liverpool. I would often walk to the Pier Head & could count up to a dozen ships waiting to dock on either side of the Mersey. Towards the end of that decade conventional shipping declined, container terminal docks were constructed
