The boat could not have reached the U.S. without refueling, and it is a stretch to say the drugs *might* have reached the U.S.. It was murder regardless of their lame excuses. If a beat cop simply shot and killed drug dealers, they would be dismissed and charged with murder. Dump Kegsbreath.

The USCG could have interdicted the vessel and arrested the individuals aboard if indeed there were a cargo of drugs. The penalty for drug trafficking is not death. Apprehension of the traffickers could also have lead to further investigation. This is just murder without justification.
