I think that Rare tablets in PoE 2 are too important to be locked behind the RNG of traveling for hours around the atlas map to find the Citadels needed to get the fragments to do the Arbiter fight or be forced into Trade to get there like I was. 2 level 90 characters and only 1 citadel?
