MN is seeking damages, but the goal WAS terror. Under equiped, undertrained, under supervised, and unaccountable agents let loose into a city only makes sense if you want chaos. When there wasn't enough confusion, more got pumped in.

The logistics alone tell me this won't happen for a while. How will you provide enough power to charge? How long will it take to charge? Batteries will have to compete with "solid" fuel which is the cheapest fuel possible. China is definitely on the right path tho.
