I believe it's relating to the thermal efficiency of IC engines, e.g. how many joules of heat in the fuel ends up as mechanical power vs wasted out the exhaust/radiator. typically only 15%-25% of the energy released from combustion of gasoline ends up as power at the crank, due to a few constraints.
