Yeah, I am not sure why you'd trust an unnamed source when the wording on it makes it sound like it DOES apply to any h1b visa holder outside the US unless the DHS secretary gives an exemption.

I just read the EO, what it does is directs all of the government agencies to always run through the white house any administrative rules or interpretation of the laws.
It does not include the judicial branch, I mean I am sure we will get there but please don't panic, yet.
