He started stockpiling arms for a coming war with Germany even as he triumphantly announced that such a thing would not happen. He knew what had to be done and that the public was too stupid to do it, and all he could do was move enough pieces into place to move quickly when they finally got a clue.

The time will come to make an example of holdouts, but right now we need to be open to defectors with both carrot (we will not trust you with power but you can be a regular member of our coalition in good standing) and stick (unless you wait too long, in which case you will be one of the examples).

There is going to come a time when we're all full and the response to anyone just now getting with the program is "too late" and we give them all of our wrath. That time is when we have enough unstoppable momentum that their defection doesn't even make a difference. We aren't there yet.

The Deep Lore gets into this in a couple of places, like how the Jedi plan at Geonosis was that a hundred Jedi igniting lightsabers would surely cow any resistance immediately. They knew it was possible to have an army in the Outer Rim but had totally failed to grapple with the implications.

The Republic controlled every major industrial center in the galaxy. The whole High/Late Republic era was built on having no rivals. Once the Trade Federation had gotten away with building anti-piracy measures so overdeveloped they could invade a planet, the Republic was already fucked.

Before the Imperium was the Dark Age of Technology. There's not a ton of detail, but the eldar were at their height, and humanity may have been, as well. It ended when the eldar fucked Slaanesh into existence, which ruined and divided the galaxy for millennia.

Punishment is a political necessity. We must restore deterrence. Targeting enemy power centers is not generally optional if you plan to win, and people arguing otherwise are grounding themselves in cinema, not history.
