So in Portland, it appears federal agents of some kind shot two people and didn't call for any kind of medical assistance at all. The call to 911 came from the victims themselves
Screenshot from The Guardian: "“At 2.24pm, officers received information that a man who had been shot was calling and requesting help in the area of Northeast 146th Avenue and East Burnside,” police said. “Officers responded and found a male and female with apparent gunshot wounds. Officers applied a tourniquet and summoned emergency medical personnel. The patients were transported to the hospital. Their conditions are unknown."

From a walk around the neighborhood
A bright salmon-colored wall with a bunch of electric meters on it. The photo manages to capture the dreary quality of the day despite the brightness of the color A short alley. All the walls painted the same sage green, a smattering of fallen leaves on the wet asphalt there’s a couple of trash bins at the far end. An old Mazda 323 hatchback with a green film of moss all over. Green lines of moss frame the paving stones on my patio. It looks like they’re being overtaken by the moss. You also see my legs / jeans and boots.
