Having water counters would incensitive people to be more careful, but put pressure on poorer people. Also you have to consider the administrative weight of putting the counters, either have the munucipality or a utility track users, bill them, have a collection service etc.

Quel pauvre choix de mot. Le nationalisme est associé au fascisme dans plein de pays. Les Européens sont souvent plus au courant du spectre politique gauche-droite et il n'est pas étonnant qu'ils n'aient pas apprécié la notion que le Canada devienne nationaliste.
