Its a sci-fantasy rpg, but I've found the barebones of the system are very easy to use in other settings. LongShot City is their superhero version of the game, and that has been one of my favorite superhero rpgs as of late

Don't know of a system that does this specifically but Cypher is incredibly flexible in allowing that kind of shenaniganery. I'm also lately a fan of Troika as very easy to learn system that is very flexible.
