police departments should be required to:
1. carry *private* liability insurance
2. that insurance should be priced at market rate

Like the Kobyashi Maru Test (as defined in 1982, not as redefined in the 2000s), it was a test of character, and they failed. Unfit to command. Where is our humanity? How do we get out of this damn mirror universe?
