Not something that is happening in the UK at the moment, power is being swapped between two conservative parties. Just one is further right than the other. Both don't want the drain the NHS puts on the budget. The Tavistock clinic is a prime example of the sort of under-funding that happens

The funds are allocated in the Budget, if the funding doesn't keep up with inflation or is actively lowered by the Govt in power. Which has happened.

Then push for preferential voting. Those votes would count under that system. But the US doesn't want easy voting.
