Offline children are sexually abused without investigation, but punish online evidence thereto?

To tackle this problem address the root instead of the symptom!

Let's be clear, there is no online child sexual abuse material without offline child sexual abuse. Even AI content is generated by abusers sitting behind computers.
By hiding it online instead of tackling it offline we return to the omerta of child sexual abuse crimes.

No one points this regulation hides the fact for online child sexual abuse material there needs to be offline child sexual abuse. People performing abuse behind equipment. This includes physically abusing children, tricking them to self-abuse, using AI to create content.

No online without offline!

My position: no online CSA without offline CSA.
Online is the symptom of offline root. The proposal silences symptom so root returns to the omerta status before online came to the rescue.
No one tackles offline child sexual abuse, or holds non acting authorities accountable.

It floods the internet because nothing is done to tackle the offline component. If there is consumption, there is demand. If there is demand, there is offer.
We need to tackle offline CSA, educate people, communicate. Many commit CSA in ignorance.
Ignorance ≠ no need for punishment

I've been arguing from another aspect.
Online child sexual abuse finds its origin offline, always. There is no online without offline.
There is no descent legislation effectively tackling:
- offline perpetration of CSA
- authorities (police, prosecutors, professionals, …) who do not act

One such law is the European Whistleblower Directive, which gives EU member states all the tools to refuse support and protection whistleblowers would get under the UN Convention Against Corruption and OECD Anti-Bribery conventions.

Whistleblower, trafficking and modern slavery hotlines openly state they record the call, and they have to send the information to law enforcement before granting any protection. If you blow the whistle, you are fully exposed and without support or protection!
