Basically it's easier to set up fare gates for RER at major terminals cuz the only trains that arrive at said platforms are RER? Does it just get too cumbersome when you have to deal with a intercity trains?

I know Uday Schultz talked about this on his blog (policies to tip the scales back to rail) but I feel that the short termism that's endemic in the class 1's is a massive obstacle to them. How do we solve this without some kind of nationalization?
