Few ECHPs are appealed. The latest statistics show an 18% increase in appeals, but that percentage conceals a relatively low number compared with the number of appealable decisions, and many appeals are over failure to assess for an ECHP, not the contents of the Plan. 2/2

It would be helpful if you did some statistical analysis of the situation with ECHPs. Very few are written precisely enough to entitle individual children to properly individualised support, so the system as operated by LAs and schools allows the ECHP money to provide general SEND support. 1/2
