I've long advocated this. Turn the old building, which isn't that old, less than 200 years, into a Museum of Curruption and waste.
My suggestion for a location was Birkenhead, plenty of derelict land there, sorry Brownfield. Like your idea though.

The mother of a friend of mine in USA had a heart attack. They were charged $1000 for an ambulance to take her to the hospital a few miles away. where she died. After the medical bills came in, they had to crowdfund for the funeral.
