It's likely that there's some tech glitch or error with the website and the contractors that run it cannot fix it because they are also furloughed and cannot get direction from the govt COR that has to oversee the work. Not as intentional as your read, but just as frustrating for users

Okay, all three are not great. First one is the logo for a sciatica drug. Second one feels like it should be the flag for South Carolina. (No I will not and cannot explain this.) Third one is best but too sparse.

Would be rad, good timing, to reclaim the Appeal to Heaven flag from weird Trump guys.
