Studios making bad deals to help their friends is as old as Hollywood itself, but making a bad deal to try to buy favorable regulatory treatment seems new and desperate.

The risk I see for Hollywood here (if more studios try to curry favor like this): resources go towards currying favor rather than appealing to an actual audience, few people see the state-mandated movies because they are by definition lame, and the industry slides into further irrelevance.
