Protesting IS a form a violence. It pushes for change. Sometimes that change is for social good(BLM, etc). Sometimes it's for social bad(nationalism, white supremacy, etc).

Russia doesn't have the ability anymore. Ukraine and sanctions are bleeding them dry financially and militarily. The only response they could have is nukes, and their newest missile taking out satellites.
