The special sauce is called Interleaved Gradient Noise[1] and has the potential solve all your dithering and shadow sampling needs. I learned about it recently in a video from Acerola [2]

I'd generate the font atlas lazily on the fly character on-demand. You'll barely have more than 100 different characters visible at the same time so it should even fit into much smaller textures.
