Far as I know, shrink wrap slowly continues to shrink after it's applied. This has been noticeable on LPs for a long time and you have to get the shrink wrap off before it warps your records.

I was recently shipped a MemCard Pro 2 and didn't get charged tariffs for it, so you may have luck there

I think the idea is that the foil replaces the original surface to a degree. I cleaned off the shielding on the connector for a ColecoVision Atari cartridge module that way and it didn't get shiny but the rust never came back at least.

If you fold up some aluminum foil and rub it on the shield for a while, you might be able to shine it back up or at least get the rust(?) off
