This has all the hallmarks of a complete crash, not a DDoS attack. I've worked in live service environments before and we would expect network recovery as normally has been happening. Instead, the servers have not recovered at all and are still down.

The network hasn't recovered as it normally would/should from DDoS attack. This is more likely a complete lobby server crash on the NA DC.
