Republicans are fearful of retaliation from tRump and that their constituents won’t re-elect them. Are none of them paying attention to the polls, recent elections and the protests? At this point they may have a better chance of being re-elected if they stared standing up to this ridiculousness

I am curious, has this ever happened before or is it unheard of that a head of a department would not have a proposed budget? And to clarify, I am not a supporter of this administration.
