Imagine having such a shitty system that the homeless are flooding the city and the solution to it is to send in an army. They made housing unobtainable and then made being homeless a crime.

Accuracy in shooters is pretty meaningless in lots of cases. If you have a automatic rifle or sorts, it can be good to shoot at "empty lanes" just to demotivate people of going in and buy your team time. You don't always shoot to hit a target.
