Yes, we have some serious structural anti-majoritarian aspects to our federal government. Senate, especially. Second chamber so powerful is practically unknown in other democracies. Combined with Senate power overwhelmingly tilted toward small states.

PR system would be best.

"enough" isn't the issue; it's still a minority. The problems are more about: electoral college, Senate disproportion to red states [affects Senate votes, and also Supreme/federal courts], gerrymandering, etc. We have structural problems that give power to the minority. Read Tyranny of the Minority.
