That was what most of my undergrad curriculum was, at least in an ECE program. There wasn't a lot of system design at all, much less how to design an ethical system.
Broadly speaking, those programs could definitely stand to focus more on "how should you use a computer?"

I think I agree in principle, but in practice you'd have to be a bit of a maniac to insist linked lists and FIFOs and whatnot are political.
