And not just because of the bad press- it is vital to our society that everyone who has worked at ICE can't land a job in the government. It would need to be a *new* organization.

Why not just create a new organization for that? We wouldn't have kept a vestigial SS around in Germany if they were also randomly in charge of workplace safety.

I personally like to use it to describe anything fundamental, like building foundations (pu tomo) or constitutions (pu ma). Probably wouldn't make much sense without a lot of context, though.
