R2P, the Responsibility to Protect, held such promise when it was established 20 years ago. It has since been flouted, misused and ignored, despite the good work of committed practitioners. Still, as shown in Myanmar, Sudan and Gaza, it remains as relevant and urgent as ever.

This means not just hard security, however necessary and urgent. Also soft security: democracy and fundamental rights. The good news is that this is a lot cheaper. Both hard and soft investments are necessary to find a way back to sustained security, for Europe and globally.

Europe faces unprecedented security challenges. Russia’s war in Ukraine, most obviously. But also the Taiwan straits tensions, the Middle East meltdown, the endless wars in Congo and Sudan, the repression in Venezuela are other examples. So it is right & necessary to invest in security, all aspects
